Old residential buildings on the site of a former US military base are to be integrated into the urban development concept. The hierarchical structure of the urban space, from the central main square, over a broad common and to the landscaped gardens with the new university buildings, provides for clear differentiation between the public space and private residential courtyards. A "new urbanity", derived from the regularity of the old city, articulates stimulating pathways between the conflicting priorities of roads, squares, internal courtyards, parks and open landscape.
